MOUNT VERNON UNITARIAN CHURCH
Charter of the Personnel Advisory Committee
1. Purpose To advise the Minister, Church Administrator, and Board of Trustees on all personnel matters affecting professional and support staff. The activities of the committee are determined by the needs of the advisees regarding personnel matters and, consequently, are subject to change as these needs change.

3. Membership
Committee members include one Board of Trustees representative, the Administration Coordinator from the Program Council, and at least two other members of the congregation chosen for their expertise and experience in management and personnel matters. The Church Administrator is staff liaison to the committee.
4. Chairperson The chairperson is appointed annually by the Board of Trustees for a renewable one year term.
5. Activities, Duties, and Responsibilities The committee:
- Advises as requested on development of personnel documents, including position descriptions and staff letters of agreement.
- Advises as requested on proposed policies regarding staff salaries, benefits, and working conditions, including the appraisal process.
- With the Church Administrator, periodically reviews staff salaries, benefits, and working conditions in relation to those of similar institutions and to UUA guidelines (in accord with the church’s commitment to be a Fair Compensation Congregation) and recommends any proposed changes.
- With the Church Administrator, periodically reviews the Employee Handbook (the compilation of all personnel policies and procedures) and recommends any proposed changes.
- Researches and reports on personnel matters as requested.
6. Authority Delegated or Retained Although the Personnel Committee can make recommendations, the Board of Trustees and Minister, as appropriate and as provided in relevant contracts and policies, retain the authority to make final decisions on all personnel matters.
7. Annual Plan and Assessment
The Committee shall meet at least once each church year with the Church Administrator to prepare a written plan with priorities for Committee activities that is consistent with its charter and supports the mission, vision and goals of the Church. The Committee also shall assess its activities, budget and charter on an annual basis, and provide a report and any recommendations to the Program Council by March 1 of each Church year.
